I set up a new File Filter.
I wanted it to show me all files with a certain extension, but not obsolete ones.
So two conditions apply
1) File Extension = .rpt
and
2) Exclude obsolete
But the selection of this filter displays obsolete files ???

I just tried a similar filter here, and it works as expected.
I'm assuming you defined this as a 'named filter', rather than an anonymous filter?
For my named filter, I have two filters in my filter collection:
1. Exclude Obsolete (defined as an AND filter).
2. File Extension (defined as an AND filter), with data of cpp
(My filter is set to show only .cpp files).
Choosing this filter on the toolbar combo causes only non-obsolete .cpp files to be displayed. (Remember that you have to select the filter in the toolbar combo after you have defined it).

Most peculiar. Next time I logged in, the filter worked perfectly. Could it have something to do with not being functional until a refesh or something ?

File filters are available immediately after they have been defined. One thing that is confusing about their use is that the filter that you define or edit is not automatically selected when you exit the define filter collection dialog. This is a nuisance (that will get fixed). I know I have many times defined a filter, and then wondered why it wasn't working, only to discover that I had forgotten to select it.

I made sure the filter was selected. If I ever need to set up another, I will keep a very close eye on the process.
